From 2006-2019 he served as Vice-President, Research and Publications at the Manhattan Institute; from 1987-2006 he was the Director, of Case Studies in Public Policy and Management at Harvard Kennedy School of Government, Harvard University. His work at WGBH-TV, Boston (1978-87) won a National News and Documentary Emmy Award, New England Emmy awards, and the Robert F. Kennedy Journalism Award for Television. He is the author of America's Trillion-Dollar Housing Policy Mistake: The Failure of American Housing Policy (Ivan R.
