(1998); and the award-winning Governance in the Digital Age (1999).
Since becoming an independent consultant in 1997, his clients have included the Ford Foundation, the National Academy of Public Administration, the National Governors’ Association, the National Community Capital Association, the Council of State Governments, the National League of Cities, and the National Conference of State Legislatures.
