Prior to that, he served as management and budget director for the city of Glendale, Arizona, and assistant to the city manager for Vancouver, Washington. He has a bachelor’s degree in physics from Reed College and a master of science degree in public policy and management from Carnegie Mellon University. He is working on a Ph.D. in public administration at Portland State University.
